About the Program:
World Vision Australia (WVA) is on the lookout for a dynamic and experienced Program Director to lead the Cambodia Climate Resilience Program (CCRP), funded by Australian Government Department of Foreign Affairs and Trade (DFAT). This opportunity focuses on empowering Cambodia to tackle climate change challenges, with a strong emphasis on innovative water resource management and fostering inclusive development.
This program involves an investment of AUD 75 million over 9 years, starting with an initial phase of AUD 30 million over four years, with the possibility of a 5-year extension.
The Request for Tender (RFT) for the program is expected to be issued in May 2025 via AusTender, with mobilisation planned for mid-2025. The CCRP will work in conjunction with existing Australian-funded regional and global water and climate programs, providing additional support and resources.
This position is crucial for driving the program's success and ensuring inclusive and effective climate resilience initiatives in Cambodia.

Key Responsibilities:
We are seeking expressions of interest from experienced Program Directors through two key phases of the program; 1. Mobilisation and Inception Phase and 2. Delivery Phase.
Mobilisation and Inception Phase:
- Establish a Program Management team (based in Australia), including recruitment and onboarding of key staff to fulfil key roles and responsibilities.
- Broker, establish and lead on a stakeholder engagement with Government stakeholders, implementing partners and private sector in both Australia and Cambodia.
- Lead on i coordination and submission of inception phase deliverables and ensure relevant and timely updates are provided as required.
- Ensure effective communication and coordination between all stakeholders, including with implementing partners. Establish and support relevant governance forums and ensure partners are well coordinated and supported to engage in relevant governance forums.
- Establish the project management tracking system to collect regular updates from partners and provide on-time progress monitoring.
- Establish and maintain the Monitoring, Evaluation, and Learning (MEL) Framework, strategy and work program in collaboration with the MEL Technical Adviser and partners. The Program Director will standardize MEL across partners, conduct evaluability assessments, and identify key indicators for measuring CCRP objectives.
Delivery Phase:
In the delivery phase of the Cambodia Climate Resilience Program (CCRP), the Program Director will provide strategic leadership and overall performance management of CCRP, ensuring effective implementation, coordination, execution and achievement of outcomes across Cambodia. , This includes;
- Successfully leading the Australia-based Program Management Team and partners to ensure the CCRP is delivered on time, on target and in line with client expectations. Ensure team delivers on expected KPIs as part of job descriptions.
- Manage all performance aspects of staffing and creating/maintaining a clear organizational structure with specific roles, responsibilities, and reporting lines. Responsible for personnel and performance management and development and implements practices to ensure a high level of staff morale and retention. Ensure staff deliver on expected KPIs as part of job descriptions
- Overseeing the management of partners and sub-contractors (Australian and Cambodian based) to ensure they deliver on expected program goals and deliverables and in alignment with agreed Progress Results (Key Performance Indicators), aligned with CCRP’s End of Portfolio Outcomes.
- Lead and coordinate the strategic engagement with key external stakeholders such as DFAT, government ministries, international organisations, and regional platforms ensuring the program’s alignment with broader development priorities in consultation with WVA Corporate Affairs team and partners.
- Regularly reviewing the MEL Framework, providing feedback on MEL deliverables, progress, identified bottlenecks, and impact, and maintaining the CCRP Management Information System (MIS).
- Building a strong culture within the program management team and partners through team management and capacity building, and implementing a continuous cycle of learning, reflection, solutions-oriented mindsets, and adaptation.
Who we’re looking for;
Seeking expressions of interest with a breadth of capabilities including the ability to see opportunities where others see obstacles and demonstrate a can-do attitude, creativity and a focus on solutions.
You will have;
- At least 10-15 years of program management experience in managing complex, large or multi-country programs focused on climate resilience, water resource management, water, sanitation or hygiene (WASH), international development or related fields.
- Advanced degree and/or equivalent experience in Development / International Studies, Integrated Water Management, Water, Sanitation and Hygiene (WASH), Agriculture, Climate Change, Business Administration, or related fields
- Strong leadership, communication, and stakeholder engagement skills. Proven ability to manage large-scale, multi-year projects and support effective governance processes
- Familiarity with the climate change context in Cambodia and the broader Southeast Asian region is an asset.
