This Consultancy opportunity is to write the Core Project Model Handbook of Building Secure Livelihoods (BSL) 2.0 for Grants.

The purpose of the proposed work is to strengthen our impact and effectiveness in the livelihoods sector by updating the BSL CPM handbook to reflect global and internal good practice and evidence, as well as donor trends. Recognising the spectrum of program modalities, implementing budgets, and contexts, the CPM will propose minimum and recommended outcomes, indicators, and interventions.

This consultancy opportunity will provide the successful candidate with the opportunity to lead the rewriting of BSL 2.0 for Grants CPM handbook representing and building on the previous work done by World Vision Australia’s (WVA) Economic Empowerment (EE) team and World Vision International (WVI) Global Centre’s Livelihoods team.

The specific technical support required for the CPM handbook writing will include reading the following documents:

    • Economic Empowerment Meta Analysis (30 pages)
    • BSL Rapid Assessment (66 pages)
    • The slide deck on the planning for BSL 2.0 CPM restructure (60~70 slides)
    • Summary CPM Document including – Theory of Change / Programming Spectrum, Recommended Standards, Major tools and Process guidance (15-20 pages)
    • Other documents as needed.

Upon reading the documents the consultant is expected to:

  • Create a plan for the whole CPM Handbook based on the current 20-pager CPM summary including the standards, guidance, and tools.
  • According to the feedback gathered, review the feasibility of the tools proposed in terms of - user friendliness, appropriateness to support achieving the recommended standards, and effectiveness of achieving programming goals.
  • In discussion with WVA EE and WVI GC Livelihoods teams, Identify the gaps in tools, and create appropriate tools (e.g. priority matrix to help programs evaluate the pressing concerns in an objective way).
  • Write the first draft of the complete CPM handbook using the planning slide deck, the 20-pager document and the tools as a guidance to develop the full draft document.
  • Arrange feedback sessions in coordination with WVI GC for the Technical Advisory Group (TAG) including representatives of World Vision field offices from 8 to 10 countries (in Asia and Africa time zones), present the draft CPM handbook and collect feedback.
  • Based on all the feedback, actively participate in the 5-day BSL Write-Shop  in the first week of June 2024 in Bangkok, Thailand. Taking notes and instruction to produce the final draft of the CPM handbook including the standards, tools, and guidance.
  • Provide feedback (2-page maximum) on the whole consultancy process.
  • Finalize the CPM handbook and slide deck and submit it to the core working group WVA EE & WVI GC.

Who we’re looking for 

  • At least 5-year hands on experience of writing, creating, and collaborating on guidance notes managing feedback and validation from multiple stakeholders for technical documentation in international development.
  • Experience in monitoring and evaluating livelihood, agri-foods systems, market-based programming (e.g. using approaches like Market Systems Development) with a focus on results chains measurement, GEDSI and climate responsiveness.
  • Possess the interpersonal skills to engage colleagues from diverse backgrounds, varying from working with international development colleagues in proposal development activities, proposition development, structure, format, and budgeting.
  • Employ sound project management to ensuring stakeholder management, timely development, production, and delivery of projects.
  • Strong written and verbal communication in English.
  • Consistently produce high quality, engaging content as required.
  • Ability to work remotely and flexibly across time zones.
